When filling out a new record in a form, hitting tab moves to the next field title, not the next field

When I create a new record, I am given a form that has all of the fields to complete. After filling the first field, I will press the Tab key. This moves the cursor to the title of the next field to complete. A second Tab key press will move the cursor to the field to be filled out. I should not need to press the Tab key more than once to switch between editable fields.
